Resubmission

This is a resubmission. In this version I have:

• fixed a small bug in the MX_CONAGUA station metadata parser where the basin field was removed too aggressively although it is still used internally as the river field.
• kept the public station metadata output aligned with the package-wide station schema by omitting provider-specific columns.
• Removed the unfinished adapters AR_SNIH, BO_SENAMHI, ICPDR_DANUBEHIS, and IN_NWDP, which are still under development and will be included in a future release. Removed an unused package import (openssl). Cleaned the package namespace and regenerated the documentation.
